On August 17, 2010, police found Rachel Perez's 6-year-old child with Down Syndrome malnourished — and weighing less than 20 pounds — in the attic of her De Soto home. Jason Billam, Perez's court-appointed attorney, discusses the case. Billam says that Perez lacked the intent to kill her son, but rather made a series of very bad decisions.
