At what time should contractors be allowed to start their work in the morning?

Construction should coincide with normal business hours, like 8 to 5 so it's not disturbing.

It depends on the time of the year - like starting earlier in the summer, later in the winter.

7 a.m. That's how it's been everywhere I've been.
